My flower bed is not a cat litter box.

My neighbor's two cats have started to use my new flower bed by the sidewalk as their cat litter box.  Not only do they do their business, they dig up all the mulch and pull back the weed tarp. 

Does anybody know what laws, if any, are in place for cats?  These two cats are outdoor cats.  Also, what am I abled/allowed to do without using the catch and release method?

I've had the same problem with a stray that hangs out on my block.  My personal opinion is that cats should not be outdoor animals because of their ability to 'trespass' anywhere they want.  At least with dogs, there's a pooper-scooper law.  I don't know what laws are in place for cats, but I do know that you can sprinkle pepper in the flower bed and they will most likely stay away.  Hope it helps!

I used to have cats and you might try spraying the mulch with mace or pepper spray. Pet stores have sprays that repel different animals but red pepper from your kitchen may be the least expensive. You do have to reapply after rain.
